WHO CAN USE IT

The service is only available to customers of the Banque Populaire who have a bank account and a Visa card, and/or their properly appointed representatives. The e-Carte Bleue service can be used by both personal customers and business customers who have any of the following Banque Populaire cards:

 

  • The Visa Electron card
  • The Visa card
  • The Visa Premier card

 

WHERE CAN I USE IT?
The e-Carte Bleue service allows you to safely buy from any online retailer who accepts either CB or Visa cards, in France and abroad, regardless of the amount.

Restrictions on its use: It cannot be used for retailers where your card needs to be produced to identify yourself at the time of the delivery or the supply of the purchased service (for example, cinema, theatre, concert tickets, airline ticket reservations from some airlines, train ticket reservations (SNCF), etc.) because the card number generated by the e-Carte Bleue service is different from that on your physical card when you use it to identify yourself.

AN ADDITIONAL SECURITY MEASURE

The e-Carte Bleue service is directly linked to your Visa payment card. In addition to the insurance cover (1) and the assistance service (2) offered by your Visa card, you are also protected by the additional security measure covering your online transactions. A single-use e-number is generated every time you buy online.
Your purchases are debited against the bank account linked with your Visa card subject to the same account management rules:

  • Immediate or deferred debiting depending on the choice made when you received your Visa card
  • The same spending limit applies in France and abroad for transactions using your Visa card and your e-Carte Bleue,
  • Commission charges for payments abroad,
  •  Insurance cover and assistance service.

DEDICATED E-CARTE BLEUE SERVICE INSURANCE*

You are covered by a dedicated insurance for online transaction using the e-Carte Bleue service: the “Wrong item and item not delivered” insurance cover (3) for all transactions with a unit cost of more than €15.
This covers you in the event of:

  • The delivery of the wrong item and/or a defect identified within 30 days as of the receipt of the product,
  • a non-delivery reported at the earliest 30 days after the debit appears on the account statement or online notification of the debiting of the order, and, at the latest, 90 days after this payment.

The maximum insured value is €2,000 per claim and €6,000 per calendar insurance year.

Accessing the e-Carte Bleue service


a) Accessing the e-Carte-Bleue service: 
When you register for the e-Carte Bleue service, your Banque Populaire branch will issue you with your private personal login and password, each sent separately.
You agree to make sure you take all necessary measures to ensure the security and confidentiality of your login and password.
You must make sure that you use these in such a way as they cannot be observed.

b) Downloading the e-Carte Bleue app:
To use the e-Carte Bleue app you need the login and password issued by your Banque Populaire branch:

  • Download the e-Carte Bleue app to your computer (PC only) from here: e-Carte Bleue software.
  • When the app has been installed on your hard disk, an e-Carte Bleue icon will be displayed in your toolbar on the bottom right of the screen. Use this to quickly access your e-Carte Bleue.
  • Double-click on the icon to activate the app.
  • Once the app is running, to be able to use it, you need to connect using your login and password issued by your Banque Populaire branch.
  • You must change your password when you use the service for the first time.

How do I register?
Contact your branch SBE advisor, or use the “Contact us” option, you can send us your request by email, stating your account number.


How the service works during an online transaction
a)
 Connect to the e-Carte Bleue service using the icon in your toolbar at the bottom right of the screen, or using the remote access.


b) You must then identify yourself for the e-Carte Bleue service. Enter your login and your password.


c) On the home page, click on the “Pay” button.


d) Enter the exact amount of the transaction in euros (for foreign currencies, select the currency or convert the amount into euros if the currency is not listed).


e) The e-number is valid for 3 months as standard. Beyond that limit, the e-retailer cannot debit your account using that e-number.


f) The e-Carte Bleue service contacts the server to obtain your single-use e-number.


g) Your e-Carte Bleue is displayed with the 16 digit e-number that you will use for your online purchase. This e-Carte Bleue will also show the expiry date and the security code. These details are valid for one transaction on a single retailer site for the amount and the period you selected.


h) When completing the payment form on the e-retailer site, you need to click on the e-Carte Bleue app’s “My addresses” button. Transfer all the information generated by the e-Carte Bleue by dragging (e-Carte Bleue app) or by copy/pasting (remote access) into the relevant fields of the e-retailer’s payment form (details, e-number, date of validity, visual security code and cardholder name).


i) Once the retailer’s payment form has been completed, simply validate your transaction for the payment operation to be processed.


The e-Carte Bleue service is a Verified by Visa payment method.
